will not idle down

I just purchased a used Smith 100D 100cfm 125psi 1957 hours on it . 199? year built ,tow behind .It never idles down It runs wide open and when I shut the main air valve the motor turns its self off . 302 ford Never had one before No instruction book with it. CAN YOU HELP ? THANK YOU , LOREN
