Engine rpm wont come up on C-18

I have a sullair 1525 with compass controller driven by a C-18. Engine at idle is around 1400, I loaded the compressor and for some reason it is running at 1600rpm when it should be around 1800-1850. Compass controller is not throwing any codes and engine is not shutting down. Ryan, Farmington nm
