Compressor is not unloading correctly

Atlas copco GA37 / 1992 model, Compressor taking load after switchover to delta and when it reach maximum pressure not unloading, even if we disconnect the solenoid valve connection still keep running on load...i have replaced regulating valve kit, Solenoid valve and inlet valve kit still the same problem persist...kindly advice...
