The regulating valve is not producing the correct control air pressure signal. It may be stuck, maladjusted, or internally damaged. Since the regulating valve controls both the inlet valve AND the engine speed, a failure here affects everything.
What you'll see
If only the engine speed is affected (inlet valve works correctly), the problem is specifically in the speed actuator or its control air line, not the regulating valve. See: Speed Actuator Failure, No Control Air to Speed Actuator.

Measure control air at regulating valve output
With the compressor running, measure the control air pressure at the regulating valve output. As you close the outlets (pressure rises), control air should increase. As you open the outlets (pressure drops), control air should decrease. If control air does not change with output pressure, the valve is stuck.Result: Control air tracks output = valve OK. No change = valve stuck. -
Try adjusting the valve
Turn the adjustment screw. If pressure responds, the valve works but was maladjusted. If no response, the internal mechanism is stuck or damaged.Result: Responds to adjustment = recalibrate. No response = overhaul or replace.

Overhaul or replace the regulating valve
Clean the valve internals if possible. Replace the diaphragm and seals if a repair kit is available. If not repairable, replace the complete valve with the correct model for your machine. After installation, calibrate the working pressure: close outlets, adjust to the rated pressure on the nameplate, open outlets and verify.
Do not confuse the regulating valve with the safety valve. They look similar but serve completely different functions. The regulating valve modulates control air for load/unload. The safety valve is a spring-loaded pressure relief that opens at a preset maximum. Also: the regulating valve adjustment screw sets the working pressure -- not the safety valve pressure. Never adjust the safety valve.
Pressure gauge. Replacement regulating valve or repair kit. Screwdriver for adjustment. Compressor nameplate for correct pressure setting.
This issue can also cause
- Not Building Pressure / Won't Load Compressor running but not building any pressure—usually an intake valve or control system problem.
- Low Pressure / Low Air Output Compressor running but pressure lower than normal or air output reduced—valve, leak, or demand issue.
